If foreign students and technical interns who come to Japan on a long-term basis obtain a visa through an application by the person in charge of accepting them at a university, company, etc., they will not be allowed to enter the country. They are accepted without invoking the entry denial.
So, if I apply for a visa, can I go to Japan? That said, it is not so easy because of the restrictions on the issuance of those visas.

今回、明日、2022年4月8日から解除になるのは、ビザありの人々。
長期で来る留学生や技能実習生らが大学、企業などの受け入れ責任者による申請を経て査証を取得した場合は、入国拒否を発動せずに受け入れている。
なので、ビザ申請したら日本に行けるのか？というと、そのビザの発給制限がかかっているので、そう簡単ではない。
結論、まだ観光客は来るのは難しいでしょう。
